OASI conditions for a cross-border pillar 3a

Can a cross-border worker open a pillar 3a? Yes, if earned income in Switzerland is subject to OASI. The permit and the EU place of residence do not open the 3a. OASI liability does. Source: FSIO and FTA circular no. 18.
